All they have to do is convince people they are safe, or introduce them in a way that will not bother people (Like when they are unconscious, or offline) Soldiers, maybe, but when they talk about injecting them into trauma victims, they don't mention any approval by patients. Will it be left to the discretion of the treating physician ? Will they be obliged to tell the patient ? Will they consider the ignorance of the patient to be in the best interests of the patient, and the health system. Not long ago these might have seemed stupid questions "What is there to doubt" Surely we can trust the pentagon.They won't need an electoral roll, they'll have a catalog. Whoever gets the contract is going to make a fortune.

Allegations that not enough is being done to help victims or prosecute offenders have been raised from the service academies to the battlefields of Iraq and Afghanistan -- where hundreds of cases of sexual assault have been reported by women in uniform. It was that revelation, plus pressure from Congress, that’s forced the Pentagon to once again examine sexual misconduct in the military – which has been done 18 times in the last 16 years. The result has been more recommendations and sweeping policy changes. "They’ve done nothing but lie to me and treat me like a criminal," says Dyer. Secretary of Defense Donald Rumsfeld says that he will have zero tolerance when it comes to sexual assault in the military. To that, Dyer says, "I don’t believe it. Zero tolerance would mean that I would not have been treated the way I’ve been treated."

POPSThe "Out-of-control" Military Machine Citizens must fight the militarism that's choking our democracy. Given the power and money of the military lobby, we're not likely to get any encouragement from either party or any presidential candidates, at least not at first. But we can force the issue into the dialogue and remember who listened and who didn't. Call it politics for the long run, the politics of hope with a sharper edge.

This latter point jumps out at me. Did they knowingly recruit those with pre-existing disorders. The army's attitude appears to be: "We didn't break you, you were already broken. You're not our responsibility."
