Give the money directly to the people for businesses so we can support ourselves without having to rely on the government.” As David Kreutzer mentions in his Politico chat wrap, there much faster and much less expensive ways to adapt to climate change than trying to change the temperature by capping greenhouse gas emissions. Mosquito nets and attacking breeding grounds of mosquitoes and building levees to protect against potentially rising sea levels are all much cheaper but dramatically more effective than signing on to something that would prohibit these countries to develop.

Even then, a multilateral approach does not guarantee a successful system or the ultimate goal of global temperature reduction. Take a look at Europe: The experience of the European Union is Exhibit A. Emissions targets were set too high. Too many pollution allowances were given away to industry. The value of a carbon credit plummeted. Companies made windfall profits by charging customers more for energy while selling allowances they didn’t need. And the Europeans have not had much success reducing greenhouse gas emissions.

If you want to subsidize China and India, neither of which will enforce the rules laid down by unelected international bureaucrats, this movement is for you. If you want to pay more for less energy, there is no better way than to pass the cap and tax bill which the House has passed. It will be sent to the U.S. Senate next week. The rest of us should oppose it.

     (regardless of their lack of expertise in the issue)? The process of coopting science on behalf of a political movement has had an extraordinarily corrupting influence on science -- especially since the issue has been a major motivation for funding. Most funding for climate would not be there without this issue. And, it should be added, most science funded under the rubric of climate does not actually deal with climate, but rather with the alleged impact of arbitrarily assumed climate change. All impacts depend on regional forecasts, and quoting the leading scientist at the European Centre for Medium Range Weather Forecasting (widely regarded as the foremost atmospheric modeling center), Tim Palmer, such forecasts are no better than guesses.

Just as the global warming reality is cooling, the opposition is heating up. This week marked the second annual “International Conference on Climate Change” in New York, sponsored by The Heartland Institute. It brought together hundreds of climate skeptics from around the world and was headlined by European Union President Vaclav Klaus. Klaus got to the heart of the matter during his opening night address. The climate debate isn’t just about temperature, he told the gathering of scientists and public policy experts. He said “environmentalists want to change us and our behavior” because “their mission is control.” Environmentalists and politicians are working to give birth to its bastard child of a successor in Copenhagen this December.
