     Under Bush, the independence of the surgeon general has been placed below industry lobbying and the demands of the religious right. The Bush White House banned Dr Carmona from speaking or issuing reports on stem cells, emergency contraception, sex education, prisons, mental health and international health issues, he has revealed. For years, the White House also tried to "water down" a key report on the dangers of second-hand smoke, he said. When it was published last year , the report stated that even brief exposure to cigarette smoke can cause immediate harm.

     Rea envisions "real-time light prescriptions" to help people receive or avoid light at the appropriate times. Simple measures to control when and how much circadian light we receive could help nightshift workers stay alert on the job and sleep more effectively during the day, help cure jet lag, decrease depression, and generally help everyone get a proper night's sleep. The ability to modify circadian rhythm could potentially mitigate the negative health effects that some researchers believe are brought on by disruptions to the light-dark cycle. Recent studies have found a link between health and changes in the natural circadian rhythm. The Journal of the National Cancer Institute published a series of articles, for example, that showed night shift workers had a higher incidence of breast cancer; and, last year, the World Health Organization's International Agency for Research on Cancer cited night work as a potential breast cancer risk factor.

     More: It must be about philosophy, because it surely isn't about cost. One of the plans Mr. Bush opposes, the one approved by an overwhelming bipartisan majority in the Senate Finance Committee, would cost less over the next five years than we'll spend in Iraq in the next four months. And it would be fully paid for by an increase in tobacco taxes. So what kind of philosophy says that it's O.K. to subsidize insurance companies, but not to provide health care to children? So his philosophy says that the government must be prevented from solving problems, even if it can. In fact, the more good a proposed government program would do, the more fiercely it must be opposed. denying basic health care to children whose parents lack the means to pay for it, simply because you're afraid that success in insuring children might put big government in a good light, is just morally wrong. it seems, more basic decency in the hearts of Americans than is dreamt of in Mr. Bush's philosophy.
