If these individuals are, as pointed out to me, fanatics willing to blow themselves up how is water boarding going to get them to give up any good intell. They know fully that this treatment will not kill them. I find it unlikely that a devout fanatic would give up the goods in this way especially one who is willing to blow themselves to pieces for the cause and even more so if the intell he does posses would result in major casualties.
