The problem is: how to protect switzerland or other countries form social and other abuse while not forgetting the human scale of this problen. Don't forget your hearts and think always what would you REALLY do in a foreigners situation... but ok, abuse MUST be fought as well. And there is a structural abuse or lack in the swiss social system. Low effective quality-coachimg costs far too much and lowers effectveness of social financial efforts. Too many persons are living out of a poor person's finanial support.
