I think Americans and people all over the world have every reason to have confidence in US institutions when they are all engaged together. The system of governments has several branches, and in the field of human rights the judicial branch is probably the most important one. It’s the forum for protection, upholding of human rights law. So the signal that this entire war on terror would be fought outside the legal framework, I think, was extremely troublesome."
