Attempting to replace oil consumption with biofuel production / consumption without first investigating the consequences is so short-sighted. Perhaps, that should be expected. Planning and foresight do not seem to be strengths of this administration in any area.

This is one instance of groundwater being diverted to provide water to a population that is developing in an area without adequate fresh water support. The full article describes environmental concerns - the river is host to many species of birds and fish - and concerns that a water shortage will be created in the area water is being diverted from. Human consumption, agricultural use, and destruction of aquifers for building purposes are all contributing to a lowering of the water table. Due to inadequate aquifer modeling, no one knows how serious the problem is. This scenario is playing out in locations all over the world.
