This was the exact blueprint of the neonconservative think tank, Project for a New American Century--who ran the Bush administration's foreign policy from within--and is proven by their own infamous document (clip 3) called Rebuilding America's Defenses, which the policy parrots:

LARGE WARS...the United States must retain sufficient forces able to rapidly
deploy and win multiple simultaneous large-scale wars
and also to be able to respond to unanticipated contingencies in regions where it does not maintain forward-based forces.
This resembles the “two-war” standard that has been the basis of U.S. force planning over
the past decade. Yet this standard needs to be updated
to account for new realities and
potential new conflicts

This is the same neoconservative blueprint that states this:

Further, the process of transformation,
even if it brings revolutionary change, is
likely to be a long one, absent some
catastrophic and catalyzing event – like a
new Pearl Harbor.

The same neocons in the press also quickly labeled the conveniently dated "911" (code for emergency) "catalyzing event" as "the new Pearl Harbor". How convenient for their policy written in Sept. 2000, one year prior!
