What the statistics say

On one hand, African-Americans bear the brunt of violent crime in the U.S.: In 2005, the most recent year for which statistics are available, blacks were more than twice as likely as whites to fall victim to serious violent crime, most often at the hands of other blacks.

Blacks are also the overwhelming majority of victims of attacks recorded by the FBI as hate crimes. In 2005, blacks were the victims in 68 percent of nearly 5,000 hate-crime incidents nationwide, while whites were the victims in 20 percent of the cases. Whites accounted for 60 percent of known hate-crime offenders, while blacks accounted for 20 percent.

But on the other hand, when overall cross-racial violent crimes are tabulated—including incidents not formally classified as racially motivated hate crimes—Justice Department statistics show that blacks attack whites far more often than whites attack blacks.

In 2005, there were more than 645,000 victims of cross-racial violent crimes between blacks and whites in the U.S. In 90 percent of those crimes, black offenders attacked white victims.

"In the old days," said Hutchinson, contemplating that statistic, "when you said 'hate crimes,' it was automatic—whites victimizing blacks. Today you have to pause for a minute and not make automatic assumptions."

This morning, the FBI released its hate crime statistics for 2006. The report showed a rise of 7.8 percent from 7,163 to 7,722 criminal incidents in 2006 targeting victims or property as a result of bias against a particular race, religion, sexual orientation, ethnic or national origin or physical or mental disability.

As in prior years, the data collected by the FBI was severely flawed. Only 12,600 of the nation’s more than 17,000 local, county, state and federal police agencies participated in the program. Certain states barely participated. Alabama reported only one hate crime in 2006. Mississippi and Hawaii did not report any hate crimes at all. A major Intelligence Report study released in 2001 that details the problems with the FBI’s data can be found here.

Unfortunately, the FBI’s data gives a false impression of the level of hate crime in the United States. In fact, the level of hate crimes in the United States is astoundingly high — more than 190,000 incidents per year, according to a 2005 Department of Justice study, which analyzed a more comprehensive data set than that compiled yearly by the FBI.

WASHINGTON — The FBI is investigating death threats against Leonard Pitts, a Pulitzer Prize-winning columnist for The Miami Herald, after a column he wrote about black-on-white crime triggered a furor on white supremacist Web sites.

Pitts' June 3 column challenged the claims of white supremacists that the recent murders of a white couple in Knoxville, Tenn., reflected a surge in racially motivated violence by African-Americans against whites.

Five African-Americans have been arrested, but Pitts emphasized that the killings weren't being investigated as a hate crime, and he rejected the groups' contention that black-on-white crime is underreported.

Pitts also wrote that African-Americans and Latinos "are underrepresented in news media as victims of crime and significantly overrepresented as perpetrators, based on crime statistics."

Days after The Herald published Pitts' column, Overthrow.com posted his address, his home phone number and his wife's name. Several other white supremacist Internet sites followed suit, and one gave directions to his house along with a satellite image of the neighborhood.
