In other words, a free military hand, both inside and outside Iraq, and making use of their bases. So "Reconstruction" is really about making Iraq like the Philippines with a permanent military presence for global strategic interests for spreading "democracy" through military coercion against "rogue states" (i.e. states that defend their sovereignty) against US and UN interventionism toward a global PAX AMERICANA.

Can you imagine what the Congress would have said if, at the beginning, the President had said, "We want to end up with dozens of permanent American bases in Iraq from which we can launch operations however we please, without consulting the supposedly sovereign host government"? I wonder what members of the "coalition of the willing" would have been willing under those terms.

The link I just added above about a blueprint for "global PAX AMERICANA", drafted by the neoconservatives (hiding behind Bush) represents a formal, traceable conspiracy that hinged upon Bush's campaign in 2000 which insured the American people he would not act like Clinton (which democrats forget, i.e. Serbia, Bosnia, Iraq, Afghan cruise missile) in terms of military interventionism toward Iraq or "nation building"--which was a lie to get in office and the neocons in power:

And do not forget none of this could have happened without 9/11, or what the neocons penned in Sept. 2000 as a "catastrophic and catalyzing event, like a new Pearl Harbor". And the close links between Larry Silverstein(WTC owner), Rudy Giuliani, Benjamin Netanyahu of the Israeli Likud party, and the neoconservatives (in the administration, Pentagon, and key contractors) are well established.

The Iraq war is one mere piece of a much greater scheme and puzzle on the Grand Chessboard toward "global hegemony".
