I kind of wonder why existing "disturbing the peace" laws weren't enough. I can sort of understand the frustration with a habitual offender, but what's next? Do you ban heavy metal or hip-hop music because parties featuring those can make lots of noise?

Most of Australia has laws controlling the times the music can be played loudly, including at parties. They generally work well enough.
