OK, so Obama opposed a surge that succeeded and advocated a policy that the NIE said at the time would lead to a disaster in Iraq.

As to whether anyone could have predicted that the surge would be effective - well, Bush did introduce it this way in his January 2007 speech:

And wasn't McCain pushing for a surge long before Bush decided we needed a surge? Let's compare what would happen if McCain or Obama had become president in 2004.

If Obama had become president, we would have cut and run. Troop deaths would not have dropped and it would have been an extremely dangerous place for the token forces forced to stay behind. Iraq would have spiraled into anarchy and civil war.

If McCain had become president, we would have had the surge much earlier. We would be years ahead of where we are now and many lives (both Iraqi and US) would have been saved. The troops would already be coming home, and the Iraqi government would probably have even more than 15 of the 18 goals met.
