"97% did not allow people to alter or resize pages" sounds like that could include fixed-width pages too, which are, at least in a number of instances, desirable. Reason why is because long line lengths can be tiring on your eyes since there's so much horizontal tracking involved!

Sounds like there's a market for tools that'll automatically convert websites to make 'em more accessible. Maybe there are even some already out there.
