I had always heard that Dick was the "puppetmaster". Remember all those political cartoons and commentaries from "insiders" saying that the ex-POTUS was isolated and controlled by Cheney, Rove and Rumsfeld, and how all the other cabinet members were picked for their ability to be "yes" men/women? I dunno, Iperhaps D. C. is worried about prosecution for war crimes, maybe?
