Although I don't doubt that his involvement went further than that to being physical, that was never proved. Another thing is that pages must be at least 16 years old and in their junior year of high school; the legal age of consent in DC is 16. Nationwide, legal age of consent varies from 14 to 18, and 16 is the average. Finally, pedophilia is limited to being a sexual attraction to PRE-pubescent children, which 16-year-olds are not.
