The rate in <A rel="nofollow" href="http://topics.breitbart.com/michigan/" class="lingo_link">Michigan</A> surpassed 15 percent, the first time any state hit that mark since 1984. <P> Home to the nation's struggling auto makers, Michigan has been clobbered by lost factory jobs.
