Yes. The very success of the Bush administration's aggressive rollback and contain policy is what might lead to war. This requires some explanation.

It's called projection of power. Great powers do this to look after their national interests. America has done this since the Barbary Pirates in the early 1800's. TR's Great White Fleet did this around the world.

I know liberals are uncomfortable with this concept, which is why they have no business having political power as they do not understand it.
