"The procedure may cause prisoners to suffer during an execution".

While I don't advocate deliberate cruelty in any way, shape or form, let us remember the terror, misery and suffering of the victims of these killers. I don't think the killers' 'suffering' can be even remotely compare to that of the victim's.
