The reason I don't think the Chertoff idea will fly is because it will make for a very contentious confirmation hearing. Bush certainly does not want the entire Hurricane Katrina debacle brought up for another round of commentary and questioning. I think Bush will seek someone who is squeaky clean as far has his administration is concerned, and not terribly controversial. He has enough on his plate during his lame duckedness. Another controversy or bloody battle for a confirmation is not in the cards. Especially with Iraq still being in the boxing ring.
