The Senate narrowly passed the intelligence authorization bill which required the CIA to follow the Army Field Manual in interrogations (which forbids waterboarding).

McCain, a supposed torture opponent, voted against the bill.

Clinton & Obama, also alleged torture opponents, abstained.
