The downturn in violence is largely due to the Shiites effectively running the Sunnis out of Baghdad. There are still 4.5 to 5 million displaced Iraqis (representing 20% of the nations population) and the Bush government doesn't even acknowledge them. Victory!

The truth of the matter is that the surge can't last forever due to our current military obligations and size. And unless you solved the underlying problems of Sunni-Shiite hatred once the troops are reduced you potentially have the same problem that was there in the first place.
