Just as Academia has a publish or perish policy, so, too, does Law Enforcement have a productivity to "keep your job" policy: Arrest and Traffic Ticket Quotas and Forfeitures and Seizures, for example, to supplement budgetary shortfalls. The people have been depersonalized and metonymically transmogrified into law enforcement jargonesed "TARGETS," more accurately described as Fines and Bails Resource Units.
