People can and have come up with terrible names for children. But I don't think it's a good idea for various governments to be stepping in and renaming them.
Who should decide BUT the parents! After all what may be a beatiful creative name to one person, may be a stupid foolish name to someone else. I know a man (a hippy) who named his son Forest and his daughter Cloud. Unusual? Certainly. Would they have been better off if the government had changed them to let's say Peter and Mary so they could be saved from peer abuse and have more normal names?

If they really find their names embarassing they can change them as adults. Sorry, I'm a bit ranty at the moment.
