A five year contract seems like a very short amount of time. All of those computer illiterate caseworkers at social services won't be up-to-speed with one ERM solution within that five years of the contracts lifetime. And, unfortunately, I think it is going to take a bit more than computer literacy to get people at the DSS caring about managing positive relationships with the customers- individual citizens.
