The US Vice President was against it too. Not Cheney,....GORE!

The US has reduced emissions more than the European countries that signed Kyoto.
However, the point is moot. China, Russia, and India will never sign it and, in fact, are exempt and can even benefit from selling carbon credits. Why is that? Aren't they among the biggest emitters of CO2?

Gore (paraphrase): The US will not agree to a treaty that holds us to different standard than the rest of the World.

Emissions of the EU-15 have risen (not reduced) since 1999.
