Placing ideology first reminds me of an WWII anecdote I once read. A US soldier who was attached to the red army complained about the Russian guns' tendency to jam. His Russian commander told him that "...guns produced by a soviet system do NOT jam."
Clearly a case of iseology trumping reality - and remember, the Bush administration is "...creating its own reality."
