While i was working in IT, I often came upon monitors configured to run at 60hz refresh rate. The pulsing of the light was extremely visible and annoying to my blue eyes. Other blue and green-eyed folks could see the flicker, but those with brown eyes were generally unphased.

LCD monitors have made flicker much less of an issue since the don't go black between cycles, but if you find an old CRT flickring away, check the user's eyes - they're likely brown!
