As a resident of Massachusetts I can say that you assertion is very wrong. They system we have here is very similar to the one proposed by Obama. While you are fined here for not having some form of Heath insurance, the state also offers free health care to those who do not make a certain amount of money or those whose employers don't offer it at all. So there is no reason why a poor person would be uninsured in our state besides pure lazyness. This is almost exactly the same as Obamas proposed legislation and in our state it is working very well as we have the highest percentage of residents with health insurance in the country.
