Under that liberal premise, we should be paying no more than .20 cents per gallon.... "We"? You don't honestly think the oil companies had any plan whatsoever of passing on some of their ill-gotten gains to the little people, did you? A quick google of "oil companies in Iraq", reveals that the oil companies are wallowing in no-bid contracts and "bonanza profits". The reason the prices are still high, is not because they didn't get their oil, oh yes, they got the oil all right.
