In some districts in the state, 60 per cent of all girls are married off before the age of 18.</FONT></p> <P><FONT size="2" face="Verdana" color="#000000">Kanak Mal Katara, Rajasthan's women and child welfare minister, has intimated all the district heads, and about 10,000 village chiefs about the new Prohibition of Child Marriage Act 2006 through an official circular and has asked them to follow it strictly. </FONT></p> <P><FONT size="2" face="Verdana" color="#000000">Under the Act, everyone - including the guests, the hosts and the people hired for offering various services - are considered equally guilty.
