jklugman says: This incident in Al- Yamun is not the first of its kind. In May 2005, B'Tselem released a report that examined four operations conducted in the previous year to arrest Palestinians wanted by Israeli forces. The report indicated that soldiers behaved in these operations as if they were conducting assassinations rather than arrest operations, in blatant violation of IHL. In two of the cases, Israeli forces had already "neutralized" a person defined as wanted, and subsequently shot him to death. In the first case, soldiers shot a man who had raised his arms in surrender.
