You know something is wrong with this world when an 11 year-old, not only is having sex, but is raping young girls and knowingly infecting them with STD's! What message is being sent to the people of their community when their senior police/government isn't holding him responsible for the crime that he committed? And where are his parents? This kid needs some serious help as do the girls! Regarding the senior police/police department, they are clearly lacking basic common judgment skills. A "health matter"!!!!!!!???
