That will be the case until Congress holds a President accountable for it. 2) In learning from the episode for future analysis of military options, it's imperative that we understand that invasion breeds terrorism, rather than disciplining it. Iraq must be seen as a place where terrorism was not until the US came - or we'll do the same thing again. 3) John McCain has the highest presidential-support voting record in the Senate.
