European, Asian and Soviet builders will continue to develop and manufacture them. They will not use them, they will sell then to those who will want to use them against the US. A waste of money and effort on what is essentially a legacy system. The Fulda Gap does not exist anymore and the U.S. has a host of weapon systems that can engage armored targets. Also, cluster bomb units deployed in heavy underbrush, jungle or worse, towns and cities are particularly dangerous because they are so difficult to detect. The US is not an inocent in selling weapons on the world market, but this discussion was about stopping the sale of an item that is on the want list of every anti-US government out there. So lets develop better models that don't level live munitions around after the battle.
