In Bonobo society sexual excitement and aggression rates are higher at feeding times. Dominant males may delay sharing food with females who are not sexually disposed. The majority of mounts and matings occur in tense situations. Conflict resolution is the more fundamental and pervasive function of Bonobo sex. Sex in Bonobo society is definitively a mechanism for keeping the peace.

For the rubbing to be effective they all need to be naked... additionally they will have to give up talking so much. It seems that on being naked some politicians might perhaps agree (including the rubbing etc), but to give up talking so much? No way!
