<P>The developer of the Steel Winds wind farm in Lackawanna is under 
investigation by the Attorney General's office.</p> <P>Attorney General Andrew Cuomo says the investigation was launched against 
First Wind, formerly UPC Wind, which developed the Steel Winds turbine, and 
Noble Environmental Power after complaints made by residents and public
