This action by Bush would be just what his supporters wouldn't want to hear. With "Sicko" about to do the rounds, and with a lot of Americans saying that they want medical treatment available for all, along with the other social issues, it would spell disaster for the Republicans.
He would want the money for overseas forces.
Maybe he is just being 'ornery.
