dwindling per-capita incomes. Visionary would be the state's top
Democrat cutting a grand bargain with the public-sector unions to be
part of the solution, not the nagging elephant-in-the-room problem.
Visionary would be comprehensive tax reform that would move Michigan
from the back third of the middle of the pack to the near the top of
the heap.
