As a matter of fact, no, I don't think it's suspicious. Change.gov was set up by the General Services Administration as part of their charge to facilitate the transition from the outgoing President to the incoming President-elect.

As I understand it, all they did was move source files to a new server and change the domain from .com to .gov. The GSA has known for a long time that there would be a transition, and had everything ready to go as soon as the election was decided.
