It takes more time than he served to rehabilitate...No way is he cured of the dispicable behavior towards the dogs he tortured.

I'm afraid I don't believe a character flaw like this is fixable. If he had the ability to feel remorse for what he did to those dogs, he wouldn't have done it in the first place.
