I think it should be:
#1 stop being afraid
#2 chew more, eat less
#3 use sunscreen
#4 give more of your time and money - it pays dividends. No really it does.

Think it just implies that we should all start thinking about each other, create a sense of community with the people around us, and start thinking for ourselves rather than being dictated to - seems like sound principles to me...
