Maybe the participants with the highest spikes were those who had to pay the least back? They don't say here. Maybe they got a group of sadists to participate? Later in the article an economist says the positive feelings are stimulated because they feel their taxes are going towards helping others. Sure, enforced charity always brighten my day.
