Both. He certainly could have found some other way around this like asking some social service agencies to come help the homeless out. They're homeless. How the hell did he expect them to pay a million dollars? Huge DUH!
they probably know (or think they know) that there are kindhearted people & groups & even institutions who will rally to take care of this...
but then too if there really ARE kindhearted people & groups & even institutions who will rally to take care of this then why aren't they already taking care of it ??? ow. this is really really pitiful
