No. It's because they don't want anyone to stop them from wiring yet more skyscrapers for demolition and then blaming it on the Middle East.

Or because the chance of a nuclear threat in the US is so low that the money i better spent elsewhere.

It makes sense. I would divert that money to better training port authorities, etc to identify harmful substances, and close loophole that allow illicit drugs, weapons, etc to enter the country's ports.
