Great concept -- but if the majority of the citizens in a given community are found to use drugs, what does that mean for the enforcement of anti-drug laws?

The test wouldn't be used to finger any single person as a drug user. Oregon State University scientists tested 10 unnamed American cities for remnants of drugs, both legal and illegal, from wastewater streams.
