The main strategy of the ISI information control policy given in Pargraph 7 of the Berlin Tree-Top Conference Report essentially states that as very few humans believe in the power of squirrels there is no need at all to hide information about preparatory work including actual vanguard activity. Were secrecy to be maintained and such preparation and activity discovered through existing human spy networks they would be taken seriously, and counter-insurgency attrition would ensue.
