Weigh the differences between the Koreas for example. South Korea has a booming economy while North Korea suffers under tremendous economic clouds. Indo-China has great water resources but are just as poor economically as Africans or Arabs. I think the governments have much greater impact on economies of their own countries and that they have the ability to provide water resources if they choose to. Despots control the income and outgo and have little concern for the welfare of their people. This is why they suffer under economic depression.
