If they accept federal funds, they cannot discriminate. This is from an article about the opening of the center:

"A grant from Access to Recovery-Idaho, a federally funded program that makes money available to traditional and faith-based recovery programs, is helping to pay the utilities at the house and for the administration."

And they claim they're persecuted!
