True of any savings account: you gotta have money to save it.

Under the new plan, an individual who earns $20,000 per year can receive health coverage for about $19 a week. The Bush administration has been promoting the health saving account plans as a way to slow the rising cost of medical care and extend basic coverage to the uninsured. The new program will be closely monitored to determine how effective the program can be for the poor.
