Traditional electrolysis involves putting far more energy into a system than is produced by it.
The Law of conservation of energy means that there can only be taken from a system, as much energy as is put into it. The best we can do is improve the efficiency of the conversion.
Burning or oxidizing carbon, or hydrogen releases energy. To crack CO2 or water, the equivalent amount of energy has to be introduced, or reintroduced to the system. (not accounting for loss due to inefficiency.)
